MINUTES OF COMMITTEE-OF-THE-WHOLE

LIBRARY BOARD OF TRUSTEES

Wednesday, November 28, 2007 – 6:00 P.M.

ATTENDING: Trustees Arlowe, Brown, DuRocher, Goodman, Johnston (arrived at 6:19 p.m.), Stull

ABSENT: Clark

ALSO ATTENDING: Director Sandy Whitmer, Administrative Assistant Jackie Davis, Department Heads Joe Filapek and Leila Heath

1. Call to order – Trustee Goodman called the meeting to order at 6:17 p.m.

2. Discussion of By-Laws

Trustee Arlowe reported that she, Trustee Clark and Director Whitmer met to review the comments received from Board members regarding changes to the Board By-Laws.

Trustee Arlowe reviewed the proposed changes received from Trustees. The following items were discussed:

a) Article III Mission and Goals: Trustee Johnston suggested that Section 4 be changed. After discussion it was the consensus of the Board to change Section 4 to read: “ The Library Board will engage in Strategic Planning which specifies strategic priorities which specifies goals and objectives”.

b) Article IV Membership: The length of term was discussed and it was the consensus of the Board to keep the term length at 6 years.

c) Article VII Meetings, Section 11 was deleted in it’s entirety and the sentence “Notice of meetings shall be announced in accordance with the “Illinois Open Meetings Act” as provided in the Illinois Compiled Statutes (5 ILCS 120)” was added to the end of Section 10.

d) Article X – Procedures, Section 1: Agenda– it was proposed to remove the “regular agenda” from the agenda, however after discussion it was the consensus of the board that it should remain on the agenda. Two items were added - “Roll call” and “Department Head Reports”.

e) Article XIV Book Selection– wording was changed to read “responsibility of the Library Director”.

4. Adjournment

MOTION: Trustee Brown moved to adjourn the Committee-of-the-whole meeting at 7:12 p.m. Trustee Arlowe seconded. Voice vote –all ayes. Motion carried. (Trustee Clark absent)
